The Concept of a United Nations Parliamentary Assembly: The novel Spiritus Mundi focuses on the campaign to create a United Nations Parliamentary Assembly, which would function like a globalized and scaled-up version of the successful EU European Parliament---an popularly elected advisory body designed to bring the voice of the people of the world together in a new organ supplementing the existing Security Council and General Assembly for initiating democracy in global governance and redressing the "democratic deficit" in international institutions. The author, Robert Sheppard, serves as a Senior Associate of the Campaign for a United Nations Parliamentary Assembly, spearheaded by former UN Secretary-General Boutros Boutros-Ghali, and many characters of the novel are fictional participants in this campaign.
